ustoms system reform, which began with the New Computerised Transit System in 2004 and continued with the DELTA procedure, enables us to take on the role of third party transmission between companies and the Customs Administration, keeping in mind all that is implied in terms of security and traceability.
In the framework of the DELTA customs clearance procedure, the electronic customs declaration replaces its paper version.
Your exportation is justified by the return of an electronic message which validates the goods’ exit from the European Union territory; for imports, the documents attached to a declaration are kept by you and no longer sent to the Customs Administration.
 Security declarations are now called ECS for exports and ICS for imports. They become obligatory at a European level from 1st July 2009.
The ECS will be merged with the export declaration and permits the dematerialisation of Copy 3 of the SAD, as the proof of exit. On a French national level, ECS declarations may be required by the Customs Administration in advance of this EU starting date. It is for this reason that a version of DELTApass Export is currently being tested for delivery to all our customers from the month of October 2008. Whether it concerns the ECS or the ICS, our customers are entitled to these regulatory developments within DELTApass as part of their maintenance contract and at no extra cost.
