Enhanced customs: what AI changes for customs clearance professionals

AI holds great promise for customs professionals. Here at Conex, we explain where it genuinely lightens the load and where it must never replace human expertise.

Declaration volumes are rising. Regulations keep evolving and becoming more complex and customs teams are not growing at the same pace. The question many customs departments may be asking today is: how can we absorb this workload without compromising quality or compliance?

Tariff classification, re-keying, regulatory monitoring: the challenges of customs clearance

Day-to-day life in a customs department looks less and less like it did five years ago. Three pain points come up again and again: tariff classification, data re-keying and regulatory monitoring.

Tariff classification: Every declaration line requires matching often vague product descriptions against a nomenclature of several thousand headings. It is expert work, but it is also volume work. As lines pile up, time spent classifying is time taken away from checking and analysing complex files.

Data re-keying: Supplier invoices, packing lists, Bills of Landing, certificates of origin: a significant share of declaration time is spent manually transcribing information from paper or PDF documents into declaration fields. It is repetitive, time-consuming and a source of mechanical errors that even the most professional can’t always prevent.

Regulatory monitoring: Between customs tariff updates, new preferential agreements, the UCC reform, AIS, AES, NCTS6, changes to safety and security formalities and national specificities, staying up to date demands constant effort that every declarant has to make individually, often alongside their operational tasks.

Add to this the personal legal liability attached to every signed declaration, and the picture is complete: the declarant’s job has never been so demanding.

What we mean by “enhanced customs”

Enhanced customs is neither a product nor a technology. It is an approach.

The idea is simple: artificial intelligence tools assist professionals with low-value tasks, extracting data from a document, suggesting a tariff classification, detecting an anomaly in a flow so that they can focus on what truly requires their expertise: decision-making, control and the customer relationship.

And, above all, exercising judgement when a case falls outside the norm.

The core principle can be summed up in one sentence: AI augments the declarant; it does not replace them.

This is not a slogan. It is a guiding principle that shapes everything else: how the tools are designed, the role they are given and, above all, the limits placed on them. In a profession where legal liability is personal and every error has a measurable cost, AI only has value if the professional stays in control from start to finish.

What AI actually changes in customs

For a customs department, enhanced customs translates into tangible benefits that can be measured day to day.

Less time spent on data entry and research, more time on analysis and control. When data extraction and classification suggestions are AI-assisted, declarants free up time for what gives their job its added value: reviewing, resolving grey areas and deciding.

Fewer classification and transcription errors, lower risk of duty reassessments. Mechanical errors (transposed figures, an incorrectly copied code, a missing data item) do not disappear through lack of willingness or vigilance. They decrease when the data-entry process changes. AI assistance does not eliminate human error; it reduces the opportunities for it to occur.

Regulatory monitoring that comes to the professional, rather than the professional having to go looking for it. Instead of checking several sources every day, declarants are alerted to the changes that affect their flows, so they can stay focused on their operations.

Stronger traceability of every decision. Who validated what, when, on what basis and with what level of confidence. In the event of a customs audit, this traceability is an evidence.

What enhanced customs is not

Defining what enhanced customs is matters, but so does saying what it is not because there is a lot of confusion around AI in customs, and they fuel legitimate concerns.

Enhanced customs is not a replacement for the declarant. AI does not sign declarations, does not bear legal liability and does not make decisions on the professional’s behalf. It proposes, suggests and assists. Validation remains human.

It is not a black box. A classification support tool that does not show its reasoning has no value in a regulatory context. Transparency of the process, knowing why the tool suggests one code rather than another, is essential.

It is not reserved for large groups. Regulatory and volume pressures affect customs departments of all sizes. A registered customs representative handling 200 lines a day needs assistance just as much as an industrial customs department handling 2,000.

And it is not an 18-month transformation project. Enhanced customs tools plug into existing systems, with no forced migration and no reconfiguration of the infrastructure already in place.

Moving to enhanced customs: where to start

Enhanced customs is no longer a theoretical concept. Professionals are already using it every day, to classify, to extract and to check. The principle is established. The tools exist.
