Taxation of small e-commerce parcels: Bertrand Gruson’s analysis
Speaking on TRANSPOD, Bertrand Gruson shares his analysis of a recent regulatory development: the €2 customs taxation on small e-commerce parcels.
Faced with the explosion of small parcel shipments, public authorities are progressively strengthening the fiscal and customs framework to better control their flows and environmental impacts.
In 2021, the abolition of the VAT exemption on imported small parcels had already increased declaration obligations and added significant operational customs complexity for all operators: carriers, marketplaces, and e-merchants.
This year, new taxes on small parcels originating from outside the EU, previously exempt from customs duties below €150, have been introduced. France led the way by applying a flat tax of €2 since 1 March 2026, ahead of the deployment of a European measure providing for €3 in customs duties by 1 July.
