AEO – Authorised Economic Operator

What does AEO mean? Definition

The AEO (Authorised Economic Operator) is a customs certification status recognised within the European Union and internationally harmonised, granted to companies that meet strict criteria for regulatory compliance, security, and reliability. AEO is a formal recognition by the customs authority attesting that the economic operator has mastered their customs formalities and is a trusted partner.

AEO functions as a customs compliance label: an AEO-certified company benefits from facilitations and simplifications in the processing of its customs operations, including reduced controls, accelerated customs clearances, and access to simplified special procedures. In summary, AEO status demonstrates the administrative seriousness and reliability of the operator towards the customs authority.

The AEO regulatory framework is part of the WCO SAFE Framework of Standards. It also falls within an international context of simplifying and harmonising customs procedures, particularly in connection with the revised Kyoto Convention. Within the Union, AEO is harmonised and recognised by all member states. AEO certification is based on a documentary assessment and an on-site inspection by the customs authority, followed by annual compliance monitoring.

Context of use

AEO applies to all types of economic operators involved in international trade:

  • Importers and exporters: companies regularly carrying out import/export operations seeking to optimise their flows.
  • Registered customs representatives: freight forwarders and customs brokers ensuring compliant processing for their clients.
  • Carriers and logistics providers: operators ensuring the international transport of goods.
  • Storers and warehouse managers: operators of customs warehouses or special storage facilities.
  • Operators in free zones: companies operating in special economic zones.

Practical challenges

Theobtaining and maintaining AEO status involves significant administrative obligations:

  • Strict compliance criteria: the applicant company must demonstrate full regulatory compliance (tax, social, customs) for at least the previous 3 years.
  • Exhaustive documentation: detailed application file including internal procedures, accounting, organisational chart, history of customs regularisations.
  • On-site inspection: the customs authority conducts an inspection visit to verify facilities, IT systems, and operational processes.
  • Monitoring and annual surveillance: after certification, the AEO operator remains subject to periodic compliance audits and must continuously maintain the criteria.
  • Possible loss of status: any breach of regulatory compliance may lead to the suspension or revocation of AEO status.
  • Permanent responsibility: it is the certified operator who assumes responsibility for the continuous maintenance of the required compliance.
