EUR1 – Movement certificate

What is the EUR1? Definition

The EUR1, also known as a movement certificate, is proof of the preferential origin of goods within the framework of certain preferential agreements concluded by the European Union.

It allows the importer, subject to compliance with the rules of origin provided for by the agreement concerned, to request preferential tariff treatment, which may notably result in a reduction or exemption of customs duties.

The EUR1 is requested by the exporter and endorsed by the customs authorities of the exporting country. It constitutes one of the proofs of origin that can be used to benefit from a preferential regime. Depending on the applicable agreement, other proofs may be provided for, such as a declaration of origin on a commercial document.

The use of the EUR1 therefore depends on the applicable preferential agreement and the rules of origin it provides for. Some agreements do not provide for the use of an EUR1 certificate and only use a declaration of origin or another proof.

Context of use & practical issues

The EUR1 can be used as proof of preferential origin within the framework of preferential agreements that provide for this certificate. Its use notably involves:

  • Requesting the certificate from the customs authorities of the exporting country, when the applicable agreement provides for this proof;
  • Being able to justify the preferential origin of the goods with regard to the rules provided for by the agreement;
  • Presenting the proof of origin during customs clearance to request the benefit of the tariff preference;
  • Complying with the period of validity provided for by the applicable agreement;
  • Keeping the supporting documents allowing the preferential origin to be demonstrated, in accordance with the applicable obligations.

Depending on the agreement concerned, the EUR1 may be replaced by another proof of origin, such as a declaration of origin or a statement on origin.
