What is EMEBI? Definition

EMEBI (Monthly Survey on Intra-EU Trade in Goods) is the French statistical system for the declaration and monitoring of movements of goods between French companies and economic operators located in other European Union member states.

EMEBI replaced the DEB (Declaration of Trade in Goods) for the statistical part of intra-EU trade.

EMEBI functions as a mechanism for the monthly collection of statistical data on intra-Community trade flows. Every company carrying out intra-EU purchases or sales must declare information relating to its trade monthly via EMEBI. The system centralises data to feed into national intra-European trade statistics.

The regulatory framework for EMEBI is part of the harmonisation of statistical obligations within the Union. EMEBI imposes mandatory monthly declarations for any operator exceeding an intra-EU turnover threshold. The data collected feeds into national accounts, trade balances and the Union’s economic indicators.

EMEBI applies to all intra-EU commercial movements subject to statistical obligations:

• Purchases and acquisitions of goods from intra-EU suppliers
• Sales and deliveries of goods to intra-EU customers
• Stock movements between subsidiaries or establishments within the EU
• Trade in manufactured products, raw materials or finished goods
• Flows of returns, trade-ins or intra-EU commercial exchanges

The use of EMEBI involves significant administrative obligations :

• Mandatory monthly declaration: each month, operators must submit their EMEBI data within the deadlines defined by the administration.
• Reporting thresholds: only operators exceeding an intra-EU turnover threshold are subject to the EMEBI declaration obligation.
• Completeness and accuracy: the declared data must be precise and complete (amounts, product codes, partner country, nature of the transaction).
• Traceability and documentation: the operator must keep supporting documentation for the trade declared in EMEBI.
• Submission deadlines: declarations must be submitted according to the calendar defined by the French administration.
• Declarative responsibility: the operator assumes responsibility for the compliance of the data submitted in EMEBI.
