Temporary admission is a special customs procedure allowing the import of goods into the territory of the European Union with total or partial suspension of customs duties and import taxes. This suspension applies provided that the goods are re-exported within a specified period and without substantial modification.

Temporary admission functions as a suspension regime: duties and taxes only become payable if the goods are not re-exported on time. Unlike a standard import which immediately generates a customs debt, temporary admission postpones this obligation beyond the EU border. The harmonised regulatory framework within the Union imposes strict declaration formalities: submission of a specific customs declaration, establishment of a financial guarantee (bond), and compliance with precise documentary conditions.

Context of use: when to use temporary admission?

The temporary admission regime applies to many temporary trade flows:

  • Trade fairs and professional exhibitions: exhibition material, prototypes or equipment imported for an event, then re-exported after the event;
  • Sporting events and cultural events: musical instruments, works of art, sports equipment or event furniture imported temporarily;
  • Industrial trials and tests: machines intended for performance tests, prototypes for commercial validation or equipment on demonstration;
  • Demonstration: vehicles, machinery or heavy equipment used during demonstration sessions;
  • Containers and transport equipment: pallets, containers or crates imported for specific transit.

Temporary admission also involves significant administrative responsibilities:

  • Obligation to re-export within deadlines: the temporary admission period varies depending on the type of goods. Any exceeding of this period results in an immediate customs debt and engages the declarant’s liability.
  • Risk of retroactive taxation: if the goods are not re-exported on time, the suspended customs duties and taxes become payable with late payment interest. This charge can be substantial for high-value goods.
