What is the UCC? A simple definition
The Union Customs Code (UCC) is the European regulation that harmonizes all customs rules and Customs Procedures across EU member states. It entered into force in 2016, replacing the Community Customs Code, and serves as the Union’s “customs constitution.”
Context of Use
The UCC oversees all operations: imports, exports, transit, economic regimes, guarantees, decisions, and AEO status.
For example:
- A company applying for inward processing must comply with the articles of the UCC that govern this specific regime;
- An operator applying for a simplification authorization (centralized declarations, self-assessment) is also subject to the UCC.
Practical Issues Related to the Union Customs Code
The UCC is introducing fundamental changes:
- gradual digitization of procedures;
- Authorized Economic Operator (AEO) status;
- harmonization of Customs valuation and rules of origin;
