Manage pre-clearance formalities

Pre-clearance formalities include ICS2 safety and security declarations (data on freight, transport, and concerned parties) required before the arrival of goods in the EU customs territory.

Establishing the ENS entry summary declaration in ICS2 helps avoid “no load” situations and blockages during loading and arrival. This formality extends to the 27 Member States, Northern Ireland, Switzerland, and Norway.

The ICS2 pre-clearance formality also applies in Northern Ireland for all goods coming from Great Britain and ROW (Rest Of the World).

Pre-clearance formalities begin with the establishment of ENS safety and security declarations sent to the S&S GB system and required before the arrival of goods in the customs territory of Great Britain. Establishing the ENS / S&S GB entry summary declaration helps avoid any blockages at border crossings.

The PNTS (Presentation Notification for Temporary Storage) concludes the ICS2 declaratory formality for flows outside the smart border. It serves to inform customs of the arrival of goods in the customs territory of the European Union before their clearance.
This concerns all goods coming from third countries.

PNTS ensures traceability, customs control, and the placement of goods in temporary storage as part of pre-clearance formalities. In France, PNTS is referred to by the acronym ANTES.

Without a valid GMR, crossing the British border is not authorized.
